"Shrinking budgets and a growing workload are undermining the IRS's ability to do its job, an internal watchdog says.
"The imbalance between [IRS's] workload and its resources is becoming unmanageable," National Taxpayer Advocate Nina Olson wrote in an annual report to Congress that labeled the disparity as the most serious problem facing taxpayers. She suggested that Congress exclude the IRS from efforts to rein in overall federal spending."
