"The US is "advising" Pakistan to go for the Turkmenistan-Afghanistan-Pakistan project, for which the Asian Development Bank has already funded a feasibility as far back as 2004. The project is now estimated to cost about $8 billion, and will take about five years to complete. The route is treacherous, passing as it does through insurgency-racked southern Afghanistan, before reaching Quetta and then Multan. After much prodding from the US, which is anxious to facilitate the Central Asian republics who want to start energy exports without going through Russian territory, Pakistan and Turkmenistan signed a Gas Purchase Agreement in December 2010. But in spite of this breakthrough, there is reluctance to proceed on both sides, not least because of the risks associated with financing a multi-billion dollar project that traverses an international conflict zone."
