''By the time the dictators in waiting used some crisis, real or imagined, to declare emergency rule and the complete abrogation of constitutional rule, the state’s democratic institutions had typically stopped functioning some time ago.  As we saw in Egypt since the 1950s, in Syria to this day, and in countless other Middle Eastern republics, the dictators can cling to emergency powers for decades. 

This is why Prime Minister Nuri al-Maliki’s recent behaviour worries so many.''
