"Counterfeiters, smugglers, illegal operators and others who make money in the so-called “underground economy” could be targets of a sort of state central intelligence agency that would pool information to catch tax cheats.
California is losing an estimated $8 billion in taxes every year to the underground economy, the state Board of Equalization says."
