so that it is now possible to exchange them without the need to buy and sell US dollars in the process.
The decision to take this step, which was implemented rather quickly, must be seen in the context of increasing tensions on other fronts; in particular, territorial disputes and a naval arms race. This is yet another powerful reminder of the complex dynamics at play in the Asia-Pacific region, where countries engage their neighbors with one hand, while balancing against them with the other.''
