''Bondholders still skittish of investing in Detroit''

''Wall Street and bondholders remain uncertain about Detroit's finances, as solutions to the city's economic woes have been elusive.

The markets welcomed the city's consent agreement with the state to hold Detroit fiscally responsible, but experts said they remain leery because of the stream of legal challenges — from the city's corporation counsel's lawsuit against Michigan to a statewide effort to repeal the emergency manager law.

Nervous markets means less investment in the city, experts say.''
