''The Sao Paulo forum was invented by the Workers' Party of Brazil in 1990. The epoch was marked with the fall of the Berlin Wall and the crumbling of the USSR, and took a heavy toll on the left parties and their leaderships worldwide. As  the pressure on them from the neoliberal camp mounted, Lula da Silva, an energetic Brazilian campaigner, floated an idea of a Latin American center for political debate where the continent's left would convene to mint their agendas and strategies.''
