"While marquee domestic programs such as Medicaid, Social Security and federal highway aid will be spared, hundreds of smaller initiatives affecting the poor and disadvantaged will take the brunt of the new spending discipline.
Among the targets: Head Start, homeless assistance, special education, food shelters, home weatherization, community development block grants and other programs that rely on annual discretionary grants.
